Censure of PLCS School Board Republicans
Resolution 24-001
Whereas, the Papillion-LaVista Community Schools School Board is entrusted with the responsibility of making decisions that impact the education and well-being of the students in our community;
Whereas, the Gender Identity Cult-like Democrat agenda has continued to perpetuate pornographic content in schools inexplicably defending these materials as somehow essential to the education of the child; cowering before predators in the name of inclusivity;
Whereas, on November 8th, 2022 after several complaints from parents regarding egregious material in schools, the community made their voice heard by electing a conservative, by more votes than any other board candidate during the general election, whose stated goal was to remove these materials;
Whereas, on March 27th, 2023 a graphic excerpt from All Boys Aren’t Blue was read to the School Board members during open public comment. This content was so graphic the public YouTube Channel could not host the video.
Whereas, on November 6th of 2023 the board voted unanimously to ignore the voice of the people who desired a fresh perspective regarding harmful content in schools and instead appointed Lisa Wood, an entrenched Democrat bureaucrat with no stated goals to remove this harmful content;
Whereas, on December 11, 2023, despite having several months to address the removal of these books, another complaint was raised by an active student regarding Eleanor and Park, quoting appalling statements made in the book that quickly gained national attention through the social media account “Libs of TikTok”, embarrassing our students, teachers, and community as a whole;
Whereas, these events remove any possible doubt that Board Members were somehow unaware this content is available to students through taxpayer resources;
Whereas, not ONE Republican currently on the board made a demonstrable effort to remove these egregious materials, even while maintaining a majority of Republicans on the board;
Whereas, not ONE Republican on the board voted in opposition of Ms. Wood’s appointment to the board despite her long history entrenched within the very system defending these harmful materials;
Whereas, other conservative majority states like Florida and Oklahoma have shown tremendous progress on this issue not only removing these materials from school libraries but removing the certificates of teachers that continue to hide harmful content in the schools;
Now, therefore, be it Resolved, that the Sarpy County Republican Party hereby censures the Republican members of the Papillion-LaVista Community Schools School Board:
Lowell “Skip” Bailey, Marcus Madler, Brian Lodes, and Valerie Fisher;
Be it further resolved, that the Sarpy County Republican Party commits to fostering an environment of transparency, accountability, and representation that reflects Nebraska values amongst our elected officials from the local School Board to the Governorship.
Be it further resolved, that the Sarpy County Republican Party commits to the efforts of removing these materials from the School Libraries and will continue to hold our elected officials accountable that quite frankly by every measurable standard have done nothing on this issue.
Resolved, the Sarpy County Republican Party looks forward to electing conservative candidates to local school boards that will take action and not rubber stamp the decisions of local Gender Identity captured bureaucrats.

Censure of Congressman Don Bacon
Resolution 24-002
Whereas, Congressman Don Bacon campaigns on faith, patriotism, and conservative values; yet shows disregard for these same principles, as well as both - the Nebraska and Sarpy County - Republican Party Platforms.1 More recently, Congressman Bacon has begun resorting to publicly denigrating rhetoric against fellow Republicans who challenge or disagree.
Whereas, The SC & NE Republican Party Platform calls for public entities to operate under a balanced budget and the NEGOP platform states national debt and federal budget deficits are unsustainable; yet Congressman Bacon repeatedly passes irresponsible spending bills and suspends the debt ceiling in perpetuity, threatening our overall economy and national security. In 2021, Congressman Bacon helped add an estimated $256 Billion of debt over the 10 years by passing HR 3684 a Green Energy and Climate Regulatory bill disguised as a $1.2 Trillion Infrastructure Bill.
Whereas, The Nebraska Republican Party Platform supports efforts limiting the amount of entanglement in overseas conflict; but Congressman Bacon has so far committed over $74 Billion of aid to Ukraine - the aid passed with little oversight, and despite growing domestic inflation - hurting Nebraska families.
Whereas, The Nebraska Republican Party Platform is opposed to the military being used to further social agendas; yet in 2023 Congressman Bacon voted against an NDAA amendment defunding DEI and eliminating DEI training for service members. Congressman Bacon also voted against amendments reinstating service members and commercial airline pilots who refused to get the COVID-19 “vaccine.”
Whereas, The SC & NE Republican Party Platform defines marriage as a union between a man and a woman, Congressman Bacon defied this when voting for the Respect for Marriage Act;2 ceremonially federalizing this issue, and summarily restricting Nebraska’s state sovereignty.
Whereas, Congressman Bacon co-sponsored the Domestic Terrorism Act of 2022, joining with 204 Democrats; strengthening the FBI’s ability to monitor, analyze, and investigate domestic terrorist groups. The same FBI that one year prior was naming parents of school board meetings “domestic terrorists.”
Whereas, The SC & NE Republican Party Platform is opposed to open borders, illegal immigration, and federal treasuries being bestowed on those who have broken our laws. However, Congressman Bacon, voted in 2019 and 2021 for the American Dream and Promise Act (H.R. 6): which sought to legalize Obama’s unconstitutional “DACA”3 amnesty order. Also, Congressman Bacon voted for the Border Security and Immigration Reform Act (H.R. 6136), which would have awarded 1.8 Million illegal immigrants with amnesty.
Whereas, October 2023 would bring a division of the House and a vote for Speaker, Congressman Bacon’s actions were hypocritical4 and divisive; including his threatening to work with the Democrats to find a replacement.
Whereas, Congressman Bacon serves as an advisor to the Humpty Dumpty Institute - who has been exposed as having a partnership with a Chinese Think Tank. He did not resign when these ties were exposed like two Republican colleagues did.
Now, therefore, be it Resolved, that the Sarpy County Republican Party Central Committee Members: Censure Nebraska Congressman Don Bacon for his failure to uphold the aforementioned planks of the Sarpy County & Nebraska Republican Party platform; for his combative use of divisive rhetoric directed at his own base; and for his overall lack of representation to his Republican constituency.
We call on Congressman Don Bacon to change course and represent his voters when setting public and fiscal policy; abstain from using language that divides his base; and adhere more closely to both the Nebraska and Sarpy County Republican Party Platforms.
Be it further resolved, in consideration of the remarks and actions of Congressman Don Bacon, as stipulated above and following from our formal deliberation: we declare that Congressman Don Bacon warrants and shall incur the penalty of CENSURE, and further we declare such penalty is imposed by this convened body;

The Conservative Review has given Congressman Bacon a lifetime voting score of 48% = F, The American Conservative Union a 66.99%, and the Heritage Foundation a score of 70%.
(H.R. 8404, 2022) federally codified the right to same sex marriage; an attack on religious liberty and the moral beliefs of Republicans; imposing a sexual ideology as state orthodoxy and exposes citizens who disagree to punitive damage.
Allowing so-called “Dreamers” to permanently avoid deportation and obtain a pathway to citizenship and eventually full voting rights; this amnesty to illegal aliens encourages more illegal immigration, incentivizes criminal behavior, rewards law-breaking, and provides preferential treatment to illegal immigrants.
Congressman Bacon said House rules state that whoever wins the closed door House GOP Conference vote, should receive GOP support during the House floor vote. Almost 200 Republicans voted for Jim Jordan, but Congressman Bacon voted for Kevin McCarthy during the 1st-3rd round even though Jim Jordan won the House Republican Conference vote. Congressman Bacon even encouraged The People’s choice, Jim Jordan, to drop out of the Speaker’s race after failing to get elected after 2 rounds. But in January, Congressman Bacon voted 14 straight rounds for Kevin McCarthy despite McCarthy not having the votes to get elected.

Support for EPIC Option
Resolution 24-003
Whereas, the Republican Party of Sarpy County (Sarpy GOP) Business, Commerce, and Transportation plank states, “A Free-market economy is the best way to achieve an expanding economy”;
Whereas, the Sarpy GOP Business, Commerce, and Transportation plank does “Support measures that encourage new businesses, the expansion of existing businesses”;
Whereas, the Sarpy GOP Business, Commerce, and Transportation plank states that “the tax system that impacts individuals and families the least, and favors the free market is on consumption”;
Whereas, the Beacon Hill Institute, a reputable economic think tank from Boston, MA, has conducted a series of static and dynamic economic studies for the Nebraska EPIC Option Consumption Tax and has calculated the initial EPIC Option Consumption Tax rate to be less than 7.25% on retail products and services purchased by consumers in Nebraska;
Whereas, the Beacon Hill Institute dynamic study calculated the EPIC Option Consumption Tax to be revenue neutral compared to our current broken 3-legged stool state tax structure;
Whereas, the EPIC Option Consumption Tax will eliminate Sarpy County residents’ current burdensome tax system of property tax, personal income tax, corporate income tax, state sales tax, and inheritance tax and replace it with a consumption tax on new retail products and services purchased by consumers;
WHEREAS, there will be no EPIC Option Consumption Tax paid on business-to-business transactions;
Whereas, the elimination of burdensome property taxes will provide a major economic relief for Nebraska agriculture which is the largest industry in our state;
Whereas, the elimination of property taxes will remove a huge annual financial burden from retirees living off a fixed income and families who are raising their children;
Whereas, the EPIC Option is a double petition drive that started on January 1, 2023, to gather the 125,000+ valid voter signatures required to place each of two petitions on the November 2024 general election ballot. The first petition states: “Notwithstanding any other provision of this Constitution, beginning January 1, 2026, no governmental entity in the State of Nebraska may impose taxes other than retail consumption taxes or excise taxes.”; and,
Whereas, the second petition states: “beginning on January 1, 2026, the State of Nebraska shall impose a retail consumption tax or an excise tax on all new goods and services, and the Legislature may authorize political subdivisions to do the same. There shall be no exemption from such taxes except for grocery items purchased for off-premises consumption.”
Now, therefore, be it Resolved, that the Republican Party of Sarpy County Central Committee Members declare:
The EPIC Option Consumption Tax shall be fully supported by the Republican Party of Sarpy County because it meets several of our existing platform planks, eliminates our current burdensome state tax structure, and removes obstacles currently limiting the economic engine of Nebraska.
